Changes to Loading Time Regulations in Italy

Effective 8 September 2025, the Italian Government has implemented new regulations that reduce the allowable waiting time for full container load (FCL) pick-ups at supplier facilities. The new rules apply both to single-stop and multi-stop collections, with a total cumulative time limit now enforced of just 90 minutes. For buyer’s consolidation containers, where multiple stops are required, the loading time will be subject to the 90 minutes limit cumulative. This means if your order includes pick up from three different facilities, you will have a limit of 90 minutes total to load from the three suppliers.
Any delays beyond this limit will incur additional charges, which are formally recorded on the driver’s official loading document (“LDV”) and acknowledged by the supplier.
This change follows ongoing discussions between the Italian Government and trucking unions, aimed at addressing long-standing concerns around extended wait times at loading facilities and container terminals. The adjustment is designed to improve efficiency in the loading process while ensuring fair compensation for hauliers when waiting times exceed the permitted allowance.
We have already started notifying suppliers in Italy of these changes. However, we also wish to remind our Australian customers that under Ex Works terms, any loading-related charges incurred at origin will be billed to the consignee.
