Starting Monday, 1 December, trucking companies operating in Naples initiated an unannounced strike action. As of Tuesday, 2 December, this action escalated and spread to the Port of Salerno.

Current Situation

Sources in the field confirm that while this action was not officially scheduled, it has resulted in significant stoppages. Consequently, there is currently a near-total paralysis of movement affecting transport to and from port facilities, terminal gates, and empty terminal depots.

Background & Cause

The unrest stems from severe and frequent congestion on access roads serving these critical points. Last week, unions representing transport companies in Naples and Salerno issued a notice regarding a potential “Congestion Surcharge” of €100 per container. This measure—similar to surcharges introduced in other Italian ports since late 2024—was proposed to compensate transport companies for revenue losses caused by excessive waiting times.

However, a split in the union decision-making process has led to the current blockade. While some unions wished to delay, factions supporting the immediate introduction of the surcharge are currently blocking entry and exit to the ports to force the issue. This blockade is preventing all operators—even those willing to work without the surcharge—from accessing terminals.

Operational Status

Despite various meetings held since Monday, negotiations remain deadlocked, and the situation is currently frozen. Our team is in daily contact with our transport providers on the ground to monitor developments.
